Abstract

Introduction: The threat of pandemic influenza represents a formidable challenge to global public health. In the initial phases of a pandemic, before specific vaccines and antiviral medications are widely available, Non-Pharmaceutical Interventions (NPIs) constitute the primary means of defense to slow viral transmission and reduce the burden of disease.

Literature Review: A review of pivotal scientific literature reveals a robust evidence base supporting the efficacy of NPIs. Influential historical studies provided powerful real-world evidence by retrospectively analyzing mortality data from the 1918 influenza pandemic. These analyses consistently showed that cities that implemented early, layered, and sustained NPIs—such as school closures, bans on public gatherings, isolation, and quarantine—had significantly lower peak mortality rates and overall excess deaths. This historical evidence was strongly supported by a new generation of sophisticated mathematical modeling studies. These models consistently demonstrated that layered social distancing measures could successfully delay and diminish the epidemic peak, thereby "flattening the curve" to prevent healthcare systems from being overwhelmed and to reduce the total number of cases and deaths.

Conclusion: The body of work reviewed confirms that Non-Pharmaceutical Interventions are an essential and effective component of the public health response to an influenza pandemic. The combined evidence from historical analysis and computational modeling established a strong, evidence-based rationale that shaped modern pandemic preparedness strategies worldwide.
